What is packaging?

The Producer Responsibility Obligations (Packaging Waste) Regulations 2007, as amended, and the Packaging (Essential Requirements) Regulations 2003, as amended, implement the provisions of the EU Directive on Packaging and Packaging Waste in the UK.

The Essential Requirements Regulations apply to all businesses that produce packaged products, design or specify packaging, import into the UK and/or sell in the UK packaged goods or filled packaging, or place packaging or packaged goods on the market. Businesses must meet their obligations under the Essential Requirements Regulations directly – further information regarding these obligations can be found on the Net Regs website http://www.environment-agency.gov.uk/netregs/63254.aspx.

Packaging is anything that is used to contain, protect, deliver or present goods. Goods could be raw materials or processed items.

Packaging can take many forms and includes boxes, pallets, labels, containers, tubes, bags, sacks, tape, wrapping and binding and tying material.
